Hunan Province wants to build a ¥200 billion ($28 billion) intelligent robotics industry by 2030 — and it’s putting Changsha at the center of the plan. The five-year roadmap, announced on August 15 and detailed at a provincial press conference on August 17, sets clear milestones: ¥100 billion in industry output with around 5 leading firms by 2028, then doubling to ¥200 billion with 10 leading firms by 2030, aiming for a top-tier position nationally.
Changsha’s mission: focus on robot bodies, high-end controllers, and embodied AI algorithms — the core brain and brawn of next-gen machines. The strategy plays to Hunan’s strength. The province is already home to global construction machinery giants Zoomlion and SANY, and now plans to pivot their precision manufacturing expertise into robot components like joint modules, precision reducers, and servo drives. Ten priority projects will cover industrial, service, and specialized robots, backed by a ¥10 billion provincial fund and dedicated computing resources. The foundation is solid: over 300 robotics-related companies already operate in Hunan, with the sector growing more than 30% annually and approaching ¥50 billion in 2025.
